The DOE stated that its previous peak-hour tests to evaluate the adequacy of energy resources “are not sufficiently responsible for the growing dependence on the neighboring grid.”
It states that “modern methods of evaluating resource adequacy need to include frequency, magnitude, and power outage duration, especially peak loads go beyond analyzing time period, and develop integrated models to enable proper analysis of increasing dependence on the neighboring grid.”
