He insisted that the decision was biased in its origin, Democratic appointments made a decision that could weaken American trade security.
At the same time, he accused the importers of trying to protect cheap Chinese goods, reducing the President’s trade agenda.
But for the Trump administration, there is a silver lining in the dark cloud. Navaro indicated that he said “very strong dissatisfaction” in the appeal court’s judgment, which he believes that the case provides a clear roadmap for the case as the administration appeals to the Supreme Court.

This dissatisfaction, he said, dealt with three important issues: Is there a national emergency, whether tariffs are eligible as regulation of imports and whether majority claim that tariffs were permanent, there was any legal basis.
He insisted that the Emergency was real, citing the fennel deaths and a growing trade deficit, and argued that tariffs are well -established equipment of import regulation. On durability, Navaro pushed back, saying that the administration never claimed that the tariff would last indefinitely and if China and drug cartel stopped harming the Americans, they could disappear.
“The bottom line … a very good dissatisfaction offers a roadmap for the Supreme Court. We feel very optimistic,” he said.
