Howells told the British outlet that he was “very upset” by the decision, saying it felt like a “kick in the teeth”.
“Having the case dismissed for a rushed hearing does not give me a chance to explain myself or get justice in any shape or form,” he said. “There was a lot more that could be explained in a full trial and that’s what I was hoping for.”
He said he “has been trying to engage with Newport City Council for the last 12 years in every way that is humanly possible.”
